The Union government said it has provided about ₹2,536.96 crore for 263 flood management projects across the Northeast, including Sikkim. The spending was reported as available up to March 2026 under the Flood Management and Border Areas Programme (FMBAP). The information was shared in the Rajya Sabha on Monday.
Replying to a question in the Upper House, Minister of State for Jal Shakti Raj Bhushan Choudhary said flood management and anti-erosion works are carried out by state governments. The Centre, he said, supports states through technical guidance and financial assistance under FMBAP.
How forecasts and advisories are shared
The minister also described the role of the Central Water Commission (CWC) in forecasting floods. He said the CWC currently issues flood forecasts from 360 stations nationwide, including 53 stations in the Northeast. Of these, 15 are inflow forecast stations and 38 are level forecast stations.
Choudhary said these forecasts are shared with state governments with a lead time of up to 24 hours. He added that the CWC has also developed a basin-wise rainfall-runoff model, which can provide flood forecast advisories up to seven days in advance. According to the minister, the advisories are made available through dedicated online platforms and are shared using the Common Alert Protocol, social media channels, and the Flood Watch India mobile application.
Guidelines, master plans and disaster response
The minister further said hydrological and meteorological data are shared with neighbouring countries to strengthen river basin management and flood forecasting in the Northeast. He noted that the Ministry of Jal Shakti circulated technical guidelines on Flood Plain Zoning to states and Union Territories in August 2025, aiming to support scientific floodplain management as a non-structural mitigation measure.
On longer-term planning, Choudhary said the Brahmaputra Board has prepared 52 master plans for Northeastern states. For disaster relief, he stated that states provide assistance through the State Disaster Response Fund (SDRF), while additional support can be provided from the National Disaster Response Fund (NDRF) for severe disasters after the prescribed assessment process.
