The executive committee for preparing Sikkim Vision @2047 held its first meeting at the conference hall of Tashiling Secretariat. The meeting started after an introductory note and presentations by senior officials responsible for planning and development.
Prof. Mahendra P. Lama, Chief Economic Advisor to the Chief Minister and chairman of the committee, chaired the session. Planning and Development commissioner-cum-secretary M.T. Sherpa presented the key idea behind the work, focusing on preparing the vision in line with national guidelines and the need to shape Viksit Sikkim@2047.
Sectoral orientations and participation from stakeholders
Prof. Mahendra P. Lama presented “Orientations, Targets and strategic instruments”. He emphasised the value of looking back into history while building a future vision. He also encouraged participants to share their expertise to support sustainable, inclusive and holistic development for the state.
Planning and Development secretary Tushar Nikhare briefed the committee on meetings already held by the Institute for Transforming Sikkim (ITS) with different stakeholders. ITS member Namrata Thapa shared updates from field visits and the recommendations and inputs drawn from them. This was followed by an overview of the State Support Mission from NITI Aayog, delivered by Ghanashyam Kharel, team lead.
Updates across health, education and priority areas
Dr. SSM sector expert Tsheten Chokki Bhutia presented the health and education sectors. Later, Sikkim Inspires programme director-cum-special secretary Rohini Pradhan highlighted programme result areas, priority sectors and disbursement-linked indicators. After these presentations, secretaries and officers from different departments discussed their inputs and suggestions.
In the end, Prof. Mahendra P. Lama outlined a framework of sectoral visions. The framework calls for an evidence-based, realistic, participatory and action-oriented approach, supported by inter-departmental coordination. The committee also laid out a submission schedule, with the aim of dedicating Sikkim Vision 2047 to the people of Sikkim by January 26, 2027.
