The Sikkim government has welcomed the passage of the MSME Development (Amendment) Bill, 2026 by Parliament. In a statement, the State Commerce and Industries department said the change is expected to create a more supportive and business-friendly environment for Micro, Small and Medium Enterprises (MSMEs).
The department noted that the MSMED Act, 2006, has completed 20 years. It said the amendment is meant to update the legal framework to match current realities, including rapid technological and digital changes in the way businesses operate.
Bill passed in Lok Sabha, awaits President’s assent
According to the statement, the Bill was passed by the Lok Sabha on August 7 after being cleared by the Rajya Sabha on August 3. The proposal will now require the President of India’s assent before it becomes law.
One of the main issues highlighted is delayed payments to MSMEs. The department said such delays can affect cash flow, wages, working capital and the ability of firms to expand. It added that the amendments aim to strengthen the system for dealing with payment delays and to make the resolution process more effective and efficient.
What the state said the amendments may improve
The department listed several expected benefits. These include faster recovery of delayed payments, stronger MSME Facilitation Councils, and quicker resolution of payment-related disputes. It also pointed to greater use of digital systems to improve transparency and make processes easier for businesses. The statement further said the changes are designed to reduce regulatory burden and simplify business processes, along with improving access to working capital by lowering the impact of payment delays.
The department said the government has also carried out mass awareness and outreach activities. It urged entrepreneurs, MSME associations and other stakeholders to learn about the new provisions. MSMEs across Sikkim were encouraged to use the MSME Facilitation Councils to address outstanding payment issues and seek their legitimate dues.
