Parliamentary panel proposes pricing reforms to curb private hospital bill shocks

A Parliamentary Standing Committee on Health and Family Welfare has recommended major reforms to address concerns over rapidly rising costs at private hospitals. The panel says families often face steep bills after hospital admission because charges can build up across room rent, diagnostics, doctor fees, medicines, procedures and other services.

The committee focused on the gap between what patients expect and what they end up paying. It noted that in some private facilities, the cost of a hospital room can be close to, or even higher than, hotel accommodation, which can substantially increase the total treatment cost for families.

Room tariffs linked to local hotel rates

One of the key recommendations is that basic room tariffs at private hospitals in major metropolitan cities should be benchmarked against the average rates charged by three-star hotels in the surrounding area. The panel also pointed to wide variations in prices among different private hospitals for similar procedures and diagnostic tests. It argued that a more standardised pricing framework could reduce the risk of very different charges for comparable services.

For longer or complex treatments, the committee suggested that hospitals should provide patients and their families with a comprehensive estimate of likely costs before treatment starts. It said transparency is especially important in expensive conditions that may require complex care, including cancer, cardiac disease, kidney ailments and major surgeries.

Focus on transparency and referral influence

The committee also discussed the role of billing clarity and patient information. It said concerns about high bills should be assessed using individual documents and verified evidence, rather than assuming wrongdoing across all hospitals. Still, it raised questions about whether patients are given sufficient information about treatment costs before admission, and whether families can understand how bills are prepared.

The recommendations have particular relevance for Siliguri, which serves as a regional healthcare hub for patients from Sikkim and nearby areas, and also for visitors from countries such as Nepal, Bhutan and Bangladesh. The panel highlighted the risk of financial strain when patients rely on accommodation, medicines, diagnostics and hospital charges during long-distance treatment. It also said regulators should look into the role of intermediaries that may influence patient choices, especially if commission-based arrangements add unnecessary cost. According to the panel, patients should be able to choose hospitals and doctors based on medical needs, transparent pricing and reliable information.
